RE: OUTSOURCING TO COMPLY WITH FEDERAL COURT MANDATE
Dear Governor Brown:
While I appreciate your appeal of the Ninth Circuit’s ruling ordering the release of thousands of prisoners, the solution to this problem is the full utilization of in-state and out-of-state, private and public correctional facilities.
Outsourcing will allow the state to comply with the federal court’s order by immediately alleviating overcrowding — without threatening public safety — and ensuring that convicted felons serve their full sentences. Additionally, this population reduction could be achieved at a fraction of the current cost of housing prisoners in state facilities.
