Mayor Michael D. Antonovich applauded the quick work of law enforcement officials in capturing convicted rapist Joseph Serapiglia in Palmdale. Serapiglia escaped custody after cutting off his court-ordered GPS monitoring device.
“This illustrates the fact that ankle bracelets and GPS monitoring do not prevent violent criminals from escaping custody and committing more violent crimes,” said Mayor Antonovich. “While it is heralded by the ACLU and others as a suitable alternative to incarceration — it is not.”
Serapiglia, was convicted in 1991 of violently raping a woman and throwing her off a cliff and subsequently sentenced to 42 years in prison for attempted murder and rape. After serving, 23 years of a 42 year prison sentence, he was released in the San Fernando Valley and last seen near the intersection of Sepulveda Boulevard and Roscoe Boulevard in Panorama City.
